Public gatherings exist as long as the human society. Public gatherings are often unpredictable, depending on the number of people, the movement of the group, possible conflicts and so on. Therefore a need for legal regulation of public gahterings has arisen. Modern regulation on public gatherings began in 1789. in France. With France, one of the first states that legally regulated public assembly were the United States. In the Republic of Croatia, the right to public gatherings, as one of the fundamental human rights, is guaranteed by the highest legal act - the Constitution of the Republic of Croatia. This constitutional right is exercised through the Law on Public Assembly adopted in 1999. The mentioned law recognizes three categories of public gatherings: peaceful gatherings, public protests, public events, and other forms of gatherings. These categories differ in the manner of organization and management of public gatherings, notification and restrictions or prohibitions that apply to them. Although public gatherings in the Republic of Croatia are very well regulated, there is still room for its strengthening by concretization of certain concepts and procedures, stronger supervision of the organization and the conduct of public gatherings.
