Abstract
Korupcija danas predstavlja jedan od najvećih problema u djelovanju javnog sektora. Predstavljajući pasivan oblik podmićivanja, često je teško uočljiva. Nije karakteristična za samo jedan segment javne uprave, ali isto tako niti za jedno područje. Unatoč činjenici da je kapitalističko društvo jamac raznih prava (npr. prava vlasništva), upravo takvo društvo najviše odgovara pojavi korupcije i djelima pasivnog podmićivanja kao njezinoj srži. Ono što predstavlja veliki problem je što korupcija utječe na stupanj svijesti građana i samim time i na osjećaj nesigurnosti kada su u pitanju ostvarivanja ustavih, zakonskih i međunarodnih prava građana.
Abstract (english)
Corruption today is one of the biggest problems of the public sector. It is represented as a passive burial form and it is often difficult to notice. It is not characteristic for only one public administration segment, but also of one area. Despite the fact that capitalist society is a guarantor of various rights (eg property rights), that society is best suited to the appearance of corruption and acts of passive bribery as its core. What is a major problem is that corruption affects the level of citizen awareness and thus the feeling of insecurity when it comes to realizing the constitutional, legal and international rights of citizens.
