Abstract
Predmet ovog rada je onečišćenje okoliša bukom budući da je ono sve prisutnije i postalo je jednom od opasnosti suvremenog načina života. Nakon definiranja osnovnih pojmova vezanih uz onečišćenje okoliša, navedeni su izvori prava okoliša u pravnom poretku Republike Hrvatske. Pri tome se iščitavao Ustav RH kao temeljni pravni akt, Deklaracija o zaštiti okoliša u RH koja je služila kao osnova za donošenje Zakona o zaštiti okoliša, a prikazana je i politika zaštite okoliša u EU. U središnjem dijelu rada definirana je buka kao svaki zvuk koji je neugodan i smeta čovjeku, ali i svim drugim živim bićima. Navedeni su glavni izvori buke kao i najvažnije norme za mjerenje buke pri čemu se pozvalo na Zakon o zaštiti buke i Pravilnik koji je donesen na osnovi spomenutog Zakona. Budući da buka ima veliki utjecaj na zdravlje čovjeka, ali i ostalih živih bića, opisan je štetan utjecaj buke i navedena su moguća rješenja tog problema.
Abstract (english)
This paper discusses the environmental noise pollution as it is increasingly present in our environment and poses one of the perils of the modern way of life. Firstly, the paper defines the basic concepts related to the environmental pollution, followed by the legislation related to the environmental law in the Republic of Croatia. The Constitution of the Republic of Croatia was used as a fundamental legal act, as well as the Declaration on Environmental Pollution in the Republic of Croatia, which served as the basis for the adoption of the Environmental Protection Act. Furthermore, the paper presents the environmental protection policy in the EU. The central part of the paper defines the noise as any sound that is unpleasant and disturbs man and all other living beings. The main sources of noise as listed, as well as the most important standards for noise measurement, as stated in the Noise Protection Act and Noise Regulations adopted from the Act. Noise affects both humans and other beings greatly, and therefore we describe the negative effect of the noise and suggest possible solutions to the problem.
