Abstract
Predmet ovog završnog rada je reforma državne uprave 2019. godine u Republici Hrvatskoj. U prvom dijelu rada, prikazan je sustav državne uprave do 2019. godine te koja je uloga ureda državne uprave u županijama. Nadalje je opisana Strategija razvoja javne uprave za razdoblje od 2015. godine do 2020. godine kao sveobuhvatni dokument koji predstavlja okvir za razvoj javne uprave te polazište za najopsežniju reformu sustava državne uprave i nakon toga je prikazan novi zakonodavni okvir državne uprave. Također, radom su obuhvaćeni učinci reforme državne uprave kao što su preuzimanje državnih službenika i namještenika, predmeta, pismohrane i ostala sredstava za rad od mjesno nadležnog Ureda državne uprave, koje su to financijske posljedice te utjecaj reforme na unutarnje ustrojstvo županija. Na samom kraju rada prikazane su promjena u provedbi nadzora zakonitosti rada.
Abstract (english)
The subject of this final paper is the public administration reform in 2019 in the Republic of Croatia. The first part of the paper presents the system of state administration until 2019 and the role of the state administration office in counties. Furthermore, the Strategy of Public Administration Development for the period from 2015 to 2020 is described as a comprehensive document that represents a framework for public administration development and a starting point for the most comprehensive reform of the state administration system. Afterwards, a new legislative framework for state administration is presented. Also, the paper involves the effects of state administration reform, such as taking over civil servants and employees, cases, archives and other work funds from the locally jurisdictional State Administration Office, as well as the financial consequences and the impact of the reform on the counties’ internal structure. The last part of the paper discusses the changes in the implementation of supervision over the legality of administration work.
