Abstract | Nezaposlenost se, u načelu, može definirati kao sveukupnost onih koji su voljni i sposobni za rad i koji u danim tržišnim uvjetima ne mogu pronaći posao koji odgovara njihovim sklonostima, potrebama i vještinama. Ova opća ekonomska definicija pretpostavlja se u nastavku. Udar pandemije COVID-19 na tržište rada do početka 2021. godine je bio veoma jak, a posljedice koronakrize, po svemu sudeći, ni ove 2021. godine neće biti manje. Prema analizi koju je napravila Hrvatska gospodarska komora, potražnja za djelatnicima u Hrvatskoj je 2020. godini pala 26,5%. Naime, 2020. godine su poslodavci preko burze rada tražili 164.740 djelatnika, što je preko četvrtinu manje nego 2019. godine. Posebno velik pad potražnje za djelatnicima zabilježen je u drugom tromjesečju, velik dio kojeg smo proveli u potpunom lockdownu, kada je potražnja za radnom snagom smanjena za čak 60%. Novi val pandemije koronavirusa generira nove nezaposlene. Međutim, problem je što se da i Hrvatska i svijet suočavaju s novim valom pandemije koronavirusa. Posljedica toga je i novi, ovog puta ograničeni lockdown u Hrvatskoj, odnosno povratak na potpuni lockdown u brojnim europskim zemljama. S obzirom na poteškoće u gospodarstvu uzrokovane pandemijom koronavirusa, osim provedbe redovitih mjera unutar programa aktivne politike zapošljavanja, aktivnosti Hrvatskoga zavoda za zapošljavanje od ožujka 2020. godine usmjeravaju se na očuvanje radnih mjesta u djelatnostima/sektorima koji su najugroženiji novonastalom situacijom. Iz tog razloga je u ožujku 2020. godine uvedena mjera Potpore za očuvanje radnih mjesta u djelatnostima pogođenima koronavirusom (COVID-19) za razdoblje od ožujka do svibnja 2020. godine. |
Abstract (english) | Unemployment can, in principle, be defined as the totality of those who are willing and able to work and who, given the market conditions, cannot find a job that suits their preferences, needs and skills. This general economic definition is assumed below. The impact of the COVID-19 pandemic on the labor market until the beginning of 2021 was very strong, and the consequences of the corona crisis, by all accounts, will not be less this 2021 either. According to an analysis made by the Croatian Chamber of Commerce, the demand for employees in Croatia fell by 26.5% in 2020. Namely, in 2020, employers sought 164,740 employees through the labor exchange, which is over a quarter less than in 2019. A particularly large drop in demand for workers was recorded in the second quarter, much of which we spent in a complete lockdown, when labor demand fell by as much as 60%. A new wave of the coronavirus pandemic is generating new unemployed. However, the problem is that both Croatia and the world are facing a new wave of the coronavirus pandemic. The consequence is a new, this time limited lockdown in Croatia, ie a return to full lockdown in many European countries. Given the difficulties in the economy caused by the coronavirus pandemic, in addition to the implementation of regular measures within the active employment policy program, the activities of the Croatian Employment Service from March 2020 are aimed at preserving jobs in activities / sectors most vulnerable to the new situation. For this reason, in March 2020, the measure Support for the preservation of jobs in activities affected by coronavirus (COVID-19) was introduced for the period from March to May 2020. |
