Abstract
Jedinice samouprave uspostavljene su provedbom postupka decentralizacije s ciljem približavanja vlasti krajnjim korisnicima javnih usluga - građanima. Sve što uprava (kako državna, tako i lokalna odnosno područna) obavlja, obavlja radi građana. Stoga je izuzetno važno da u obavljanju svojih poslova uprava bude transparentna i odgovorna. Mjerenje odgovornosti i transparentnosti jedinica samouprave Republike Hrvatske u razdoblju od 2012. do 2014. godine proveo je i GONG, a rezultati analize prikupljenih podataka mogu biti dobra smjernica ka daljnjem jačanju odgovornosti i transparentnosti u radu svih jedinica samouprave Republike Hrvatske.
Abstract (english)
Government units are established in the process of decentralization with the aim of bringing public services users – citizens closer to the governing authorities. Everything that the governing bodies (both state and local, i.e. regional) do, they do for citizens. Therefore, it is extremely important that they remain transparent and responsible in their work. Measuring of responsibility and transparency of local government units in the Republic of Croatia in the period from 2012 to 2014 has been done by GONG, and the results of the analysis of gathered data can be good guidance for further strengthening of responsibility and transparency of the work that all government units of the Republic of Croatia are doing.
