Late feudal states form their own strong administration apparatus. However, the general characteristics of the state based on that type is the lack of principle of legality in the field of administrative activities. More and more of so called legal states of bourgeoisie type appear after the French Revolution, whose main characteristic was the acceptance of the principle of legality. After it managed to take away monarch’s power over representative body, bourgeoisie tried to put executive power and administrative authority, which was still under the rule of monarch, under the rule of law. Even before the French revolution there was a form of administrative law science in Croatia, which was systematized by mercantilists. Shortly after, the first public schools for political science appeared, which was an indication of the development of the administrative law science. Thus, in 1769, the "Royal Public School for Political and Cameralistics Science” was opened in Varaždin, from which the present Faculty of Law of the University of Zagreb developed. Today, almost three centuries later, Croatian administrative law continues to develop in line with EU rules. By entering the Union, the Republic of Croatia, along with the rest of the 27 European countries, forms one of the most developed political and economic communities in the world. The European Union's administrative law is part of the EU's comprehensive legal system, a systemized set of legal rules and general principles by which the constitution, functioning, responsibility and oversight of the European Union's administration is regulated.
