The theme of the disertation is The highest values of the Constitutional order of the Republic of Croatia. The Constitution of the Republic of Croatia highlights the importance of the constitutional guarantees of freedoms and human and civil rights with the postion in the Constitution, which continutes right after the Prologue i.e. Source base and chapter that contain fundamental constitutional provisions. Their importace is highlighed with extent in the Consitution. Laws which elaborate humans rights and fundamental freedoms belongs in organic laws and they are passed with qualified majority which shows their legal power in regards to other laws, because the rest of the laws are brought by more than a half of the representatives in Representative body. Organic laws are in legal force under the Consitution, but above other laws. The Constitution of the Republic of Croatia, modeled by some modern European constitution, in article no. 3 establishes and quotes the higthest values of the Constitutional order of the Republic of Croatia, like foundation for interpretation of constitutional text and some of its directive which in the best possible way shows how protection of human rigths does not single out from other fundermental principles of constitutional system and they depend on compliance of application of the whole system. The highlight of their importance is that they help every citizen when they read one single constitutional directive, where the highest values are found, to know and understand what is important for achievement of their consitutional rights (Smerdel, Sokol, 2006).
