Abstract
U ovom završnom radu obrađena je tema “Pristojbeni sustav s posebnim osvrtom na upravne pristojbe”. Osnovni cilj rada je prikazati karakteristike pristojbi kao ekvivalentnog, novčanog, fiskalnog i derivativnog državnog prihoda, objasniti tko se smatra obveznikom plaćanja pristojbi, opisati način na koji se određuje visina pristojbe i načine na koje se pristojbe mogu platiti, nabrojati i definirati pristojbena načela na kojima je utemeljen pristojbeni sustav Republike Hrvatske i kriterije prema kojima se pristojbe mogu podijeliti, te navesti i ukratko objasniti neke pristojbe koje se pojavljuju u pristojbenom sustavu Republike Hrvatske. S obzirom da tema rada poseban naglasak stavlja na upravne pristojbe u pristojbenom sustavu Republike Hrvatske, one će se detaljno obraditi u skladu s pripadajućom zakonskom i podzakonskom regulativom.
Abstract (english)
The aim of this paper is to elaborate on “Fee system with a special review on administrative fees”. The main objective is to depict the characteristics of the fees as equivalent, monetary, fiscal and derivative means of generating the state revenue. In addition, to explain who is deemed a fee payer, describe the manner of determining the amount of fees, the manner in which the fees can be paid, specify and define the fee-related principles on which grounds the fee system of Republic of Croatia has been established. Furthermore, to determine the criteria according to which fees can be divided, specify and briefly explain some of the fees that exist in the fee system of Republic of Croatia. Since the topic puts special emphasis on the administrative fees in the fee system of the Republic of Croatia, they are elaborated in details pursuant to the governing laws and subordinate legislation.
