Abstract
Zdravstveni sustav u Hrvatskoj reguliran je zakonskim okvirom koji uključuje tri ključna zakona: Zakon o zdravstvenoj zaštiti, Zakon o obveznom zdravstvenom osiguranju te Zakon o zaštiti prava pacijenata. Zdravstveni sustav je sve skuplji pa niti jedan oblik financiranja ne može zadovoljiti sve potrebe. Realno ne postoji država na svijetu koja bi mogla svojim stanovnicima osigurati i udovoljiti svim zahtjevima koje moderna medicina omogućava. Sustav financiranja zdravstvene zaštite zauzima središnje mjesto u funkcioniranju zdravstvenog sustava. Nedostatak financijskih sredstava uz rastuću zdravstvenu potrošnju je teško rješiv problem i u ostalim državama pa tako i u Hrvatskoj. Unatoč proračunskim izazovima sa kojima se Hrvatska susreće kad je zdravstveni sustav u pitanju i dalje građani imaju pristup zdravstvenim uslugama koje se javno financiraju i njihov je opseg još uvijek iznimno velik i uključuje većinu usluga. Hrvatski zavod za zdravstveno osiguranje (HZZO) kao jedini hrvatski državni osiguravatelj ima za svoju glavnu misiju racionalno ulagati financijska sredstva svojih osiguranika u što kvalitetnije i efikasnije zdravstvene usluge i programe koji će donijeti što više prednosti a što manje nedostataka u zdravstvenom sustavu Republike Hrvatske.
Abstract (english)
The health care system in Croatia is regulated by legal frameworks that include three key laws: the Health Care Act, the Compulsory Health Insurance Act and the Patients' Rights Protection Act. The health care system is becoming more expensive and no form of funding can meet all needs. Realistically, there is no country in the world that could provide its inhabitants with all the requirements that modern medicine allows. The health care financing system occupies a central place in the functioning of the health care system. Lack of financial resources with growing health spending is difficult to solve the problem in other countries as well as in Croatia. Despite the budgetary challenges facing Croatia when it comes to the health system, citizens still have access to publicly funded health services and their scope is still extremely large and includes most services. The Croatian Health Insurance Institute (HZZO), as the only Croatian state insurer, has its main mission to rationally invest its insurance funds in the highest quality and most efficient health services and programs that will bring as many advantages and as few disadvantages in the health system of Croatia.
