Based on Constitution adopted on December 22. 1990, the New Parliament of the Republic of Croatia was elected. It has two houses: The County Houseand and the House of Representatives. With the separation of powers, the Constutition of the Republic of Croatia, implementing the constitutional provisions in Article 70, designates the same Parliament as the „representative branch of citizens „ which is also the „holder of legislative power in the Republic of Croatia“. A maximum of 160 and a minimum of 100 representatives make up the House of Representatives and they are elected by direct secret ballot, on on the basis of equal and general rights. In the Parlaiment of Republic of Croatia, representatives do not have binding mandates, but enjoy immunity on the basic of which a member of parliament cannot be punished, called to criminal liability or, in the worst case, detained in relation to the opinion in the Parlaiment or in relation to the expressed vote. The regular session of the Croatian Parlaiment takes place twice a year. The first time is from January 15th to June 30th and the second time is from September 15th to December 15th. There is one president in the Croatian Parlaiment and there can be more than one vice president. Mode of operation of the Croatian Parlaiment and its internal organization is regulated by the rules of procedure, which were adopeted by a majority vote of all representatives. Mode of operatrion also establishes the working branch of the Parlaiment, which are commissions and committees that ultimately discuss issues and proposals related to the adoption of laws and other acts and, of course, they are dealing with other issues within the scope of the Croatian Parlaiment. The Pairlaiment also has the task of resporting to the public about its work, but also about decisions it makes in addition to the topics discussed at the time. Acts of Parlaiment and proposals for act of the Parlaiment can be published as separate publications or published in their entirety in the media.
