Abstract
Gospodarenjem otpadom se nastoji spriječiti nastanak otpada koji predstavlja rizik po okoliš, te mjere za sprječavanje štetnog djelovanja otpada na ljudsko zdravlje i okoliš. Potrebno je kategorizirati i deklasificirati otpad od početka nastajanja u slučaju da je određen kao opasan otpad. Kako bi se količina otpada smanjila potrebno je odvajati miješani komunalni otpad. Jedinice lokalne samouprave su dužne građanima osigurati odlaganje i odvajanje otpada na javnim površinama, reciklažnim dvorištima i drugim mjestima. Otpad je potrebno odvajati od miješanog komunalnog otpada što se odnosi na papir, metal, staklo, plastiku, tekstil, biootpad te krupni (glomazni) komunalni otpad i drugo. Za što kvalitetnije gospodarenje otpadom na razini jedinice lokalne samouprave donosi se Plan gospodarenja komunalnim otpadom kako bi se ostvarili ciljevi poboljšanja i smanjenja komunalnog otpada na način da se ne ugrožava ljudsko zdravlje i okoliš. Istim planom se nastoji zaustaviti rast proizvedenog komunalnog otpada, povećati odvojanje prikupljenog otpada i recikliranje te smanjiti udio odloženog biorazgradivog otpada.
Abstract (english)
The aim of waste management is to prevent generation of waste that might constitute a threat to the environment, as well as to create and implement measures that prevent adverse impact of waste on human health and the environment. In case certain waste is designated as hazardous waste, it is necessary to determine the category of such waste immediately at its inception, or to declassify it as non-hazardous. In order to reduce the quantity of waste, it is necessary that mixed municipal waste be separated. Units of local self-government have the duty to provide citizens with public areas, recycling yards and other adequate places where they can dispose and sort waste. Waste that needs to be separated from mixed municipal waste includes paper, metal, glass, plastics, textiles, bio-waste, as well as bulky municipal waste, etc. In order to ensure high quality waste management at the level of the unit of local self-government, municipal waste management plan is adopted with the aim of improving the quality of waste management and reducing the quantity of municipal waste, so as to avoid any threats to human health and the environment. The purpose of this plan is to reduce the growing quantity of generated municipal waste, promote sorting of collected waste and recycling, as well as to reduce the share of disposed biodegradable waste.
