Custody is described as a form of providing protection and the best quality of life to a child without parental care, a person deprived of legal capacity, and person who for some other reason are unable to protect their interests and rights. Family policy is defined as a set of measures that work for the benefit of families, especially families with children. Children have a unique status in developed societies, including in Croatia, and with that come the separate rights enshrined in the Convention on the Rights of the Child. Children who have experienced inconsistent parental care, especially abused children, reject people with their behavior and find it difficult to relate to them and express their feelings and opinions because they are not used to it. The special guardian tries to reach the child himself and create a relationship of trust with him or her in order to express his or her sincere opinion and attitudes regarding the cases in which he or she is found in the various procedures. The Special Custodian is described as having passed the bar examination, employed by the Special Counseling Center or appointed by the Center, and is known to the child himself. Further development of the Center for Special Care is important in order to improve working conditions and release professional stress.
