Abstract
Kako bi država mogla normalno ''funkcionirati'' ona mora biti uređena propisima među kojima su kao jedni od najvažnijih i zakoni. Iz tog razloga postoji nešto što se naziva zakonodavstvo – ukupnost zakona u pojedinoj državi1, možemo reći. Zakone država donosi kako bi uredila sve vrste društvenih odnosa, a donosi ih prema (opet) zakonom i poslovnikom utvrđenom postupku. Glavni cilj ovog rada je na detaljan način opisati taj postupak, od same inicijative donošenja zakona pa sve do njegove objave... Uz to, u radu je objašnjen Hrvatski sabor kao glavni donositelja zakona i nositelj zakonodavne vlasti čija je to domena te su spomenuti i ostali sudionici u zakonodavnom postupku.
Abstract (english)
For a country to “function” normally, it must have regulations, among which laws are one of the most important ones. For this reason we have something called legislation, which is a totality of laws in a particular country. Laws are enacted by the country to regulate all types of social relations, they are enacted according to the procedure established by the law and by the rules of procedure. The main aim of this paper is to describe this procedure in detail, from the initiative of deciding the law, all the way through to promulgation...In addition, the Croatian parliament is explained, as the main legislator and legislative body. Other participants from the legislative procedure are also mentioned in the paper.
