Abstract
U nekim područjima u sustavu javnih nabava javni naručitelji imaju poseban položaj i posebnu primjenu ovog sustava. Stoga je važno tko se smatra javnim naručiteljima i u kojim područjima nabave oni imaju poseban položaj, kao i odredbe Direktive 2014/25/EU koje su uključene u konačni prijedlog Zakona o javnoj nabavi. Međutim, vrlo je važno poštovati vrijednost pragova koji su utvrđeni gore navedenom direktivom i vrsti ugovora kojoj pripadaju.
Abstract (english)
In some areas in the public procurement system, contracting authorities have a special status and special application of this system. Therefore, it is important who is considered contracting authority and in which areas of procurement they have a special status, as well as provisions of Directive 2014/25/EU that are included in the final draft of the Public Procurement Act. However, it is very important to appreciate the value of the thresholds laid down in the aforementioned directive and the type of contract to which they belong.
